The Minister of Health Development of Somaliland, Mr. Hussein Bashir Hirsi—accompanied by the Director General of the Ministry, Dr. Ahmed Mohamud Jama—met today with the Head of the Presidential Delivery Unit, Dr. Ahmed Mohamed Muse. They were joined by experts from the Unit specializing in health and social affairs.
The meeting focused on the President of the Republic of Somaliland’s priorities regarding health development, which are anchored in two key pillars:Pillar One: Sustaining Essential Primary Health Care—prioritizing the continuity, quality improvement, and development of primary health services, with a particular focus on maternal and child health services.Pillar Two: Expanding National Referral and Specialist Care—focusing on developing regional hospitals, strengthening specialized care services, equipping and modernizing hospitals, training and upskilling health personnel, and enhancing the country’s capacity to manage complex medical cases. Furthermore, a key priority for the President is for Somaliland to establish two national-level hospitals providing advanced specialized services; these facilities will serve as referral centers for medical cases requiring high-level specialized care, thereby reducing the need for citizens to seek medical treatment abroad.Regarding the Ministry, the Minister and the Director General briefed the Office of Presidential Priorities on the country’s general health situation, the Ministry’s achievements and progress, existing challenges, and both short- and long-term plans to improve health services.
These plans are guided by the National Health Policy, strategic frameworks, and the President’s commitments to healthcare development.Finally, following discussion and analysis of health priorities, a consensus was reached to accelerate the implementation of the President’s health agenda. The Ministry of Health Development and the Office of Presidential Priorities agreed to collaborate closely on technical planning, the formulation of priority measures, and the acceleration of their implementation, in order to realize the health-related vision of the President of the Republic of Somaliland, H.E.
